About the survey
Decoding public tenders
Every year, more than 36,000 companies respond to public tenders in France. Most of them place public procurement at the heart of their growth and have built teams, processes and techniques to gain efficiency against the demands of public buyers.
This survey aims to highlight the best practices of those responding to public procurement, and also to measure how the mechanisms and laws governing public procurement are evolving.
In this survey, we chose to structure our analysis into several parts:
- Organizing the team to win more tenders
- The keys to writing a winning technical proposal
- The role of purchasing centrals in public procurement
- The growing importance of ESG criteria
- The use of artificial intelligence in tenders
Methodology
A representative panel
Our survey is based on an open poll completed by 193 people familiar with responding to tenders.
Our sample of respondents is made up of 193 companies, of which:
- 47% are supply companies;
- 28% are service companies;
- 25% are works companies.
The responding companies operate in sectors reflecting the variety of public procurement: Consulting and intellectual services (16.7%), Health and social services (4.4%), Information technology (10.0%), Training (5.6%), Construction and public works (25.6%), Energy and Environment, and more.

Our questionnaire, made up of 43 questions, was divided into several chapters listed below:
- Documentation related to tenders
- Organization of tender processing
- Monitoring and competition
- Purchasing centrals and design offices
- Trends and events
- Profile of public tender respondents
- Volume and value of tenders responded to
- The future of tenders
These topics were defined following numerous exchanges with public procurement respondents, notably at the latest edition of the Salon des Maires et des collectivités locales.
About Tengo
Tengo is the tool that lets public procurement respondents identify, analyze and respond to every public tender through the power of artificial intelligence.
