Insign: tender qualification twice as fast thanks to AI
- 50 %
less time on the first qualification of a tender
≈ 50
tenders sorted each month

“We needed our own way to manage public tenders.”
Pierre Le Bastard, Head of New Business, Insign
The problem
A legacy solution billed as the most complete on the market, but time-consuming and hard to use day to day
The previous platform offered an exhaustive catalog of CPV codes and keywords. On paper, it covered everything. In practice, it mostly surfaced noise: contracts unrelated to the agency’s business, mixed in with the files not to be missed. The tender team spent its time sorting before reaching the opportunities that deserved a decision, and then had to cross-reference the links in its own tools. The tool had to be supplemented with Excel spreadsheets to track contracts, and favorites folders to find the buyer platforms again.
A manual sorting process, time-consuming and hard to scale
Each tender received had to be opened, read, compared to the expertise required, then decided on. One minute per file on average, multiplied by several dozen contracts every month. When the volume rose (peaks of big institutions putting contracts back out to tender, post-election periods, tight calendars), you had to trade off between fine reading and covering the flow. Broadening the keywords meant multiplying the hours of sorting.
A tool that wasn’t very collaborative, concentrating qualification on a single person
Managing the public tender pipeline rested on a single dedicated person. The less intuitive interface didn’t allow easy sharing or a collaborative approach.
What Tengo changed
A workspace and a centralized public tender pipeline, replacing the Excel, favorites and email-alert assembly
Tengo replaced the Excel + favorites + email-alerts assembly with an integrated, coherent platform. The identified contracts, the buyer platforms and the consultation documents are now accessible in one click, from a single space. The team no longer wastes time finding links, cross-referencing files or reconstructing the thread of a file. The pipeline has become the working screen.
“It’s a user experience designed for the job, in a field that had been left aside. You can feel the tool was built to make life easier for those who do tender sourcing day to day.”
Pierre Le Bastard, Head of New Business, Insign
Insign’s tender journey no longer has to be cobbled together in-house: it runs in a tool built for it.
An AI first-read analysis that halves qualification time
Where you previously had to open and go through a full file before deciding to engage the team, Tengo immediately returns the decisive elements of the contract from the first read: subject, procedure type, duration, expected deliverables, scoring criteria, budget. The Go / No Go now happens in a few seconds, without friction.
“Tengo uses AI wisely: it goes and finds the qualification information where it sits, scattered across the file’s documents, and returns it in a readable way.”
Mickael Peyrot, Technical Consulting Director, Insign
The first read, which used to consume most of the qualification time, is halved.
Broader market coverage, with no extra time cost
With manual qualification, broadening the keywords meant multiplying the hours of sorting. With AI first-read analysis, the logic flips: Insign can now activate more keywords, cover more business niches, and quickly decide on each surfaced contract. The filter is no longer at the entry of the flow; it’s in the decision.
“Thanks to Tengo, each business area has its own feed. It made collaboration more natural and simplified interactions between new business and the relevant teams.”
Mickael Peyrot, Technical Consulting Director, Insign
And a domino effect on workload peaks
The consequence shows precisely when the team needs it most. In early 2026, Insign absorbed an exceptional wave of large contracts: big institutions putting their communication back out to tender. Pierre Le Bastard describes a “big start to the year” that he handled alone, with Tengo as the pivot tool to absorb the volume without losing qualification accuracy. The tool is now anchored in the daily work of the tender unit, and part of Insign’s internal processes.
Key benefits
- An end-to-end tooled tender journey. No more Excel, no more favorites, no more parallel files: a single space to detect, qualify, track and decide.
- Qualification twice as fast. The AI first-read analysis absorbs the time that manually opening files used to take.
- Broader market coverage with no extra time cost. Activating more keywords no longer costs what it used to, because the sorting is tooled.
- Peaks absorbed without hiring. During dense periods, the team keeps its pace without degrading response quality.
Tengo features users value most
- Centralized tender pipeline: all the contracts, platforms, documents and statuses in a single space, instead of an Excel + favorites + inbox assembly.
- AI first-read analysis: the decisive elements of a file (subject, procedure type, budget, duration, deliverables, criteria) returned in a few seconds to decide quickly.
- Multi-expertise feeds (CPV × keywords crossed): a setup per business that covers the full diversity of a 360° agency, adjusted continuously with the CS team.
