The problem
A monitoring platform that slowed things down instead of speeding them up
At the start, Alexandra Caparros ran public procurement at Mooncard on her own, with an inherited monitoring tool. Detection worked, but qualifying a file took up to thirty minutes: downloading the tender specifications, reading the CCAP, the CCTP and the RC in full, manually searching for the technical requirements.
Searching within the documents was unusable, the interface hard to read, the experience dated. On a growing volume, this qualification time was becoming the ceiling of the channel.
Impossible to quantify the missed business potential
File tracking only started when Mooncard decided to respond. Before that step (qualification, go / no-go, gaps) nothing was logged. Every tender ruled out disappeared without a trace. As a result, at the end of a period, it was impossible to know the total volume of tenders detected, or the precise reasons why certain files had been ruled out.
No visibility on contracts beyond its own portfolio
Mooncard tracked the renewals of its own contracts. But there was no way to identify the contracts held by competitors, whether their upcoming renewals or historical contracts Mooncard had never handled. Without this upstream visibility, the team stayed reactive: only discovering contracts when they were published, unable to prepare sourcing with target buyers.

In a few seconds, Tengo analyzes all the parts of the tender specifications and returns the key elements in a summary sheet: technical requirements, points to watch, sources traced back to the original document. The missed business potential, now quantified
All decisions, including no-gos, now live in Tengo. At the end of the first year of use, the team drew up a quantified assessment of the channel: total volume of tenders detected over the period, conversion rate at each step, categorized decision reasons. Mooncard was thus able to assess the potential of the contracts the team was not positioning on, often for lack of time.
Award data completes the picture: value, duration and holder of each contract won by competitors, the material to analyze losses and calibrate future bids.
The team now knows how many contracts it rules out each month and for what reasons.
A platform on which Alexandra was able to grow a team
The assessment highlighted the volume of relevant tenders Mooncard was letting slip, for lack of time to handle them. Alexandra then built a dedicated team. Three hires since the start, onboarded onto the platform without prior training. Tags, assignments, differentiated rights, comments, notes, cross-platform handoffs: Tengo was designed for collaboration. Four people now use the tool daily.
Volume doubled between 2024 and 2025: nearly seven hundred files analyzed, a month of work given back to the team.
