Rexel wanted to modernize and standardize the management of public tenders, while guaranteeing service quality and continuity. Beyond simply rolling out a tool, the project was an opportunity to question existing practices and optimize collaboration.
The challenges identified:
- Train and onboard more than 160 employees across the country.
- Work with a regionalized organization, where each territory had its own practices.
- Meet high internal requirements: IT security, contracting, and more.
- Ensure continuous monitoring, despite the volume: several dozen tenders analyzed every month.
A structured, progressive rollout approach
Tengo brought its expertise to map the existing organization, identify areas for optimization and propose a progressive approach to harmonize practices and train the teams.
Step 1 - Analyzing the organization
Before deploying the solution, the Tengo team took the time to understand the existing organization - Louis Charlet, Key Account Manager, Île-de-France
- What were the roles and responsibilities?
- How was monitoring done?
- What differences existed between regions?
- What difficulties did the teams face?
This analysis made it possible to formalize practices and identify opportunities: avoid duplication, centralize monitoring, build on the expertise of the CES.
The CES are responsible for tenders in their region, but all sales reps also received a monitoring feed, which created redundancies - Axelle Virey, Tengo
Step 2 - A PoC to experiment and validate
Based on the analysis, a PoC was launched in the West and Île-de-France regions.
Objectives:
- test the solution in real conditions
- adjust the settings
- measure the gains
- and above all give users a voice to gather their feedback.
The platform was configured with the CES of these 2 regions to integrate their specificities and provide a common analysis grid, 100% tailored to Rexel.
PoC results:
- Tender analysis time divided by 4 thanks to the summary sheet.
- Monitoring centralized by the CES, with a consolidated view of public-sector activity.
- Strong demand from employees to access the tool.

Step 3 - Training the CES: creating expertise relays
After the success of the PoC, Rexel rethought its organization and centralized its regional monitoring around the local CES, who were trained on Tengo as a priority.
The whole Tengo team was very attentive and, above all, very responsive - Tifany Degorgue, CES North
This step made it possible to:
- Give the CES the ability to steer monitoring in their region.
- Share a common methodology, while leaving room for local adaptation.
- Create a network of go-to people able to support and train other employees.

Step 4 - National rollout
Thanks to this careful preparation, the national rollout was then very fast, helped by:
- An intuitive interface that makes adoption easier.
- Multi-channel support from Axelle (emails, webinars, videos, 1:1, Teams) to match everyone’s preferences.
- CES acting as platform expertise relays, guiding their teams.

Automated analysis of tender specifications (DCE) identifies the key points of a file in seconds: technical requirements, selection criteria, missing documents, and so on.
