Freshmile: tender detection and analysis divided by 3
÷3
tender detection and analysis time
24 months
of forward visibility on EV charging renewals

“Beyond the time saved, it’s the quality of the information I get back. I trust the tool, I no longer even question it.”
Antoine Rebesco, Tender Manager, Freshmile
The problem
Manual analysis of tender documents
Before Tengo, there was no tool to centralize EV charging public tenders. Monitoring meant checking several buyer platforms and several inboxes saturated with alerts, 30 to 40 minutes every morning. And once a tender was spotted, the analysis sheet had to be rebuilt by hand: log into the relevant platform to download the tender specifications, then read the CCAP, the CCTP and the RC in full to extract the key information (contract type, number of charging points, duration, value, penalties). So many analysis tasks that ate into the rest of the sales work.
Sales reps disconnected from the files
Consultation files are dense and field sales reps had neither the time nor the habit to read them in full. The tender manager therefore had to manually summarize the essentials he had just extracted himself, on every handover. A systematic double workload that discouraged sales reps from engaging with the channel.
Public procurement impossible to forecast
No horizon beyond the current month. The tender manager handled EV charging tenders as they were published, with no visibility on those likely to come out later in the year or on existing contracts reaching their term. It was impossible for management to quantify the annual potential, set a conversion target or spread the sales effort over time. A channel endured, outside the sales plan.
What Tengo changed
A summary sheet tailored to Freshmile for fast decisions
For each tender detected, Tengo generates a customized summary sheet. The AI reads through the entire file (CCAP, CCTP, RC, appendices) to extract the key information, including when it sits in an unusual place in the tender specifications: a penalty clause buried in an appendix, a technical criterion hidden at the bottom of the consultation rules or rephrased in uncommon terms. At Freshmile, the sheet was configured around about fifteen business criteria (contract type, number of charging points, duration, maximum value, charger model, expected power, presence of penalties, procedure type). After 4 or 5 iterations early on, it has held since the start of the year without needing any changes.
Operational result: the time spent each morning on detection and analysis dropped from 30-40 minutes to about 10 minutes. A tender outside the scope (for example a public service delegation) is ruled out immediately, without reading the full file. On the most critical items, the clickable sources make it possible to go straight back to the exact sentence in the tender specifications to check accuracy.
“Beyond the time saved, it’s the quality of the information I get back that is fantastic. I trust the tool, I no longer question the reliability of what comes back: I know it surfaces exactly the elements I need.”
Antoine Rebesco
The Go / No-go qualification becomes a quick, informed move rather than a full read.
Field sales reps in the loop
The same summary sheet is shared with the sales reps for each tender the team wants to respond to. Where the file used to be summarized by hand on every handover, the sales team now has a harmonized information base that can be read in a few minutes. Feedback, questions and pricing decisions happen directly from the sheet. The key information is then logged into Freshmile’s internal CRM (buyer contact, tender type, number of charging points, duration, value), drawing on the elements already extracted by Tengo.
“The summary sheets help the sales reps better understand the market and calibrate their responses.”
Antoine Rebesco
Everyone works with the same level of information.
A 24-month forward view for management
Beyond the daily flow, Tengo shows the EV charging contracts reaching their term and the future tenders likely to come out over the next 24 months, each time with context on the buyer. For the tender manager, this is the raw material for an annual sales plan: how many renewals to target, which public buyers to approach upstream, what conversion rate to aim for. This forward view is being consolidated into a presentation for sales management, where public procurement had not, until now, had any formal forecast.
“Now that it’s running, I’ll be able to show my management how much we can count on, what conversion rate, and give them a more global view.”
Antoine Rebesco
The public procurement channel is starting to be managed at leadership level.
